The U.S. state of Alaska is divided into 19 organized boroughs and one Unorganized Borough. Alaska and Louisiana are the only states that do not call their first-order administrative subdivisions counties (Louisiana uses parishes instead).
Use of the term ” borough ” was a controversial part of Alaska’s Constitutional plan and debated at length by the delegates. It was adopted largely to avoid legal and political connotations of the traditional county . Alaska’s boroughs were intended to be more versatile and powerful than counties .

As of 2020, there are currently 3,143 counties and county-equivalents in the 50 states and the District of Columbia. If the 100 county equivalents in the U.S. territories are counted, then the total is 3,243 counties and county-equivalents in the United States.

In addition to Louisiana and Alaska having no counties, there are two states, Connecticut and Rhode Island , that are divided into geographic regions called counties, but those counties do not have functioning governments, as defined by the Census Bureau.
The word ” borough ” indeed derives from the Old English “burh”, and is state to be “Cognate with Dutch burg, German Burg, Swedish borg, Persian bur.” In the US, a ” borough ” is a unit of government within a state.

County governments were originally created by the state to give citizens greater access to government services. Counties remain an arm of state government and carry out the many services that are mandated by the state and federal governments. Counties exist to help enhance the lives of their citizens.
