In California , DMV may issue an ID card to a person of any age.
In early January of 2018, the Department of Motor Vehicles (DMV) allowed California citizens to start applying for new ID cards. In order to apply , each applicant must provide their Social Security number along with proof of their identity , citizenship and residency.
