The U.S. foreign-born population reached a record 44.8 million in 2018. Since 1965, when U.S. immigration laws replaced a national quota system, the number of immigrants living in the U.S. has more than quadrupled. Immigrants today account for 13.7% of the U.S. population, nearly triple the share (4.8%) in 1970.
Federal legislation In 2010, President Barack Obama signed the Patient Protection and Affordable Care Act (ACA) into law. State laws permitting this are on the books in California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, New Mexico, Nevada, New York, New Jersey, Oregon, Utah, Vermont, and Washington.
United States Department of Health and Human Services declared the law unconstitutional in an action brought by 26 states, on the grounds that the individual mandate to purchase insurance exceeds the authority of Congress to regulate interstate commerce.
