On Wednesday August 9, 2017 Governor Kate Brown signed Senate Bill 754 into law. This law raised the required minimum age for a person to legally buy or obtain tobacco products, inhalant delivery systems, and tobacco product devices, from 18 to 21. This law applies to conduct occurring on or after January 1, 2018.

(AP) — Oregon regulators enacted a six-month ban Friday on the sale of flavored nicotine and cannabis vape products in stores and online statewide amid an outbreak of illnesses that has sickened nearly 1,300 people nationwide and killed 26, including two people in Oregon . Kate Brown ordered the temporary ban .
CHILDREN as young as 13 can illegally buy e-cigarettes from vaping stores, a Sun investigation has found. “While vaping is not as physically damaging as smoking, the oils can sometimes contain formaldehyde or heavy metals which are not good for developing lungs, and could contribute to respiratory conditions.”
What about lighters ? Lighters are not considered tobacco, a vape product or smoking paraphernalia. They can be stored on the counter and sold to people under 21 years old.
New rules from the Oregon Liquor Control Commission and the Oregon Health Authority ban all tobacco and cannabis vape products containing flavors, from chocolate to menthol, and herbs to spices. But tobacco -flavored vape and marijuana -flavored vape are not included in the ban. Still, vaping businesses aren’t happy.
Oregon’s Indoor Clean Air Act (ICAA) protects nearly every person in Oregon from the health risks of secondhand smoke . The ICAA prohibits smoking in the workplace and within 10 feet of all entrances, exits and accessibility ramps that lead to and from an entrance or exit, windows that open and air-intake vents.
For retailers As of January 16, 2020, the Oregon Health Authority has suspended temporary rules banning flavored vaping products. OHA has made posters available below for retailers to use as consumer warnings on the health risks of vaping and share resources for people who would like to quit nicotine addiction.

Oregon law bans the sale of vapes to people under age 21, but “flavored nicotine vaping products and advertisements for those products have contributed to a significant increase in youth vaping ,” the report noted.
This alarming increase led the Food and Drug Administration (FDA) to implement federal regulations in 2016 that prohibit the sale of all tobacco products — including e-cigarettes, e-liquids and accessories — to minors. Despite these regulations, teen vaping has continued to grow in popularity.
According to Johns Hopkins Medicine, vaping may be slightly less harmful than smoking . They note that a person who smokes inhales about 7,000 chemicals, whereas vaping likely involves a lower number of chemicals. The AHA note that vaping liquids contain fewer contaminants than cigarettes .
